IF you are an exhibitor, part of your agreement/contract usually has
a clause that if you want internet, you will use the event sponsored provider. However we've had a few guys use a Sprint or other hotspot hub.
However we couldn't place one in our booth for use by event "attendees".
Usually the event ISP provider has a little "cyber cafe'" booth you can go charge your phone, hard wire a laptop, etc.
