There is a guy at my gym that uses the power rack to bench and takes about 40
minutes, doing about 30% ROM.

15-20 minutes isn't unreasonable. I do 3-5 minute warmup and occasionally 5-6 sets with a 2-3 minute rest in between. That is usually once a month though.
