It appears you may be right
Not a lot of info out there on it, but some reddit threads say it is a highly concentrated syrup in the cartridges, not powder.
Either way, the freestyle tastes much worse to me for drinks like Diet Coke (not to mention you get a hint of a bunch of the other flavors because they all come out of the same spout)
