New Orleans needs to be careful not to try to "speed up" the retooling process too much. They have a chance to put together a really, really amazing team. One of the best things they have going in their favor is cap flexibility - they could sign a max free agent next season, or - much more likely - be in position to acquire the next disgruntled superstar due to their combination of assets and cap space. Lets say for example (just throwing out a completely random name) that Damian Lillard tells the Blazers he wants out this year. Pelicans could put together a pretty terrific package without trading Holiday or Zion. If they trade for Capella, they now have Holiday, Capella, and soon Ingram making significant money, and trades get more complicated.
That said, Capela's contract isn't brutal, and he's easily young enough to be part of the long-term build out around Williamson. I think it would come down to how the New Orleans management team felt the "fit" was alongside of Zion. For a team that already looks to be a bit thin on shooting, they may prefer to try to find more of a "stretch 5" type of Center (Think Brook Lopez). And moving down from 4 to 10 in a draft where there's no clear #4 is a pretty small price to pay.
