Amazon is expanding its private brands. However, it takes time, and they got in the game late.
Building the capabilities to do product development and sourcing of product takes time. Costco has been at it for 40 years, and Amazon has just started to get serious about it in the last five.

Oh, and the competitor you described already exists. It’s called Walmart.com.
