It makes sense. Brenner was the one who was able to get Eleven to open the gate in Hawkins, and earlier in season 3, I think Alexi says Hawkins is the only place the gate opens right? I can see Brennan being used to open a gate in Russia, and we now know they have a demogorgan (sp?) in Russia. I think Hopper is in the upside down.
