A combatant command called US Space Command is being stood up. This is the element that acutally fights wars (like Gen Swarzkopf in Desert Storm).

The Space Force (or Corps if it becomes that) is the organization that would organize, train and equip space forces for the Space Command Commander so that he/or she can go to war.

Our Congress was sold on the need for a Space Command. They are much more reluctant on the need for a Space Force, because right now the existing services are doing fine at presenting space forces/capabilities.
