Maybe the system has changed, or maybe it's different in different countries
but that's not how it currently works in the U.S. Prices are set the moment the rider confirms the ride. Then the driver comes once the driver gets there, the passenger has 5 minutes to get in. The price is the same no matter when they get in the car. If they miss their ride the passenger is charged a $5 penalty.
