The Jazz could sign a few guys to those deals at any time as long as they don't exceed 20 players. But they signed these guys before signing Ed Davis, Green, and Mudiay so that they could use cap space to get have more long-term options for these guys. The hope has to be that one of them turns into the next Royce O'Neale, which means another quality rotation player for pennies on the dollar. The Jazz are really squeezing that cap space for all it can offer.
