I think we're arguing semantics here and totally going off topic from my
original post. The WW1 Armictrace was signed by Mathias Erzberger and Alfred von Obendorf; both non-military politicians.
But my original point was about the moral of the German citizens between the 2 wars:
WW1 had no civilian casualties or attacks on their soil.
WW2 they had most of their cities turned to ashes and as HighHorse accurately pointed out; you make enemies when you bomb civilians
