Yes, some of it is semantics (and we partly do not disagree). I will say that the politicians signed
the armistice agreement at the direction of Hindenburg/Ludendorff. The Japanese surrender in WW2 was signed by their Foreign Minister, but I don't think anyone would argue that was not a military defeat.
