As was hashed out in the other thread, a fee appears to be the right approach.
bans, apparently, don't really work. And it sucks to not have a choice. But fees actually reduce use, which isn't a bad thing.
At the Fred Meyer where I live, I swear if you buy five things, they'd put them in five separate bags. Now that we have a fee system, magically, those same five things seem to fit just fine in one bag.
