Just try to count the number of out of conference teams that have beaten a Pac12 team by less than a TD (with a PAC12 officiating crew) in the last 15 years. It's incredibly hard to find - they almost always find a way to alter the game in the fourth quarter if it's close - holding, targeting, PI, and whatever it takes, and to paraphrase "Hunger Games," always with the "odds" in the PAC12 teams "favor." IMO, the only way to beat a PAC12 team is to absolutely blow them out, giving the refs too much ground to make up, and thereby taking the refs out of the game in the fourth quarter.
