Easy answer. That's the window that puts Utah ahead of BYU. He's a Utah prof.
It starts with the year BYU went 1-25 and in '98 Utah made the national championship. With Utah & BYU being that close I'm sure any years less of data gathered and BYU would be ahead of Utah.
(I don't really know if that's it. Ken Pomeroy seems pretty level headed, but it's funny that is probably the soonest ranking that puts Utah ahead of BYU.)
