Not sure why you think this is a BYU issue.
Yoeli told BYU he was done. 100% moving on to the pros. Why would they file paperwork with the NCAA at that point?
If Yoeli thought there was a chance he would return, he should've filed the paperwork. But he thought there was a 0% chance of returning too, so he didn't.
It's a little disingenuous to put this all on BYU.
