As a long time Maryland resident I can attest Maryland is the worst for roads
For every road project it seems 95% of the time & money is spent on things other than traffic improvement. They will add sound barriers. They will add drainage (save the bay!) They will replace old bridges.

But they will not add new lanes or increase road capacity!!! *

* If they do add lanes it is over the course of many years and since it is mixed in with the other projects one waits forever to take advantage of the improvement.

I swear Maryland's state motto is "If you don't like it, leave" And many do leave.

The one excellent thing Maryland does about its roads is forbid billboards. But it could not have billboards and improve traffic management - but that would be asking too much.
