if better means which player will help the team win more, I'd take Harward in a heartbeat. If choice were which would you prefer for the first 9 games, Harward would still be the better choice. Harward is going to be a huge surprise to the upside.

But Yoeli got a raw deal from the NCAA and Harward waiver request is not compelling compared to other cases. But IMO, transfer rules should be liberalized generally to favor players more.
