Take it however you want. Maybe he is not currently living the standards. Maybe he doesn't want to cut his hair. Maybe
he is afraid that he won't be able to always live the honor code while in college and so he wants to go somewhere where he won't be penalized if he ever doesn't. Maybe he wants to be able to chill with his girlfriend after midnight. Maybe he doesn't want to be on the receiving end of baseless accusations that will cause investigations as has been known to happen. Or maybe it is one of another half dozen reasons someone does not like the honor code. Take your pick.
