The list of teams that have been ranked in 21-25 range, but not currently ranked already includes:

Iowa State, Syracuse, Maryland, Nebraska, Stanford, USC

And, the list of teams that have been ranked in the 21-25 range and are still currently ranked include:

Washington State, Washington, Arizona State, Cal, Boise State, Virginia, TCU

So, the PAC 12 already has SIX teams that have been ranked in the 21-25 range, two of which are already no longer receiving ANY votes. So the PAC will have someone outside of the top of the conference who is ranked in the top-25 most of the season, so they can try to attract more TV viewers for the conference.
