I get the same impression
The question I ask myself is "why?"
I have a few ideas:
1.) Better margins on carry out. Delivery fees probably don't cover driver's time + any car-related reimbursements.
2.) Kitchen staff is probably bored. I got carry out recently at domino's. All 4 employees were chatting at a table when I walked in.
3.) Loss leader
