Foreign affairs is notoriously thorny, which is why only 3% pass the
foreign service exam, which is a barrier to entry to work in certain capacities for the State Department. Things get really complicated the more parties and interests are involved. In this case, I don't think the situation is that complicated, except when it comes to US companies' business interests. Then it gets really complicated for those businesses if they don't want to see their revenue fall off a cliff.
