I know a guy who called in a bomb threat once.
He was banned from ever returning to Canada (No big deal, eh?); as well as from ever flying on a certain airline again.
With that in mind - would there be fewer potential legal issues if you somehow got her on the do not fly terrorist watch list? Maybe mention to homeland security that you aren't sure if the guy she is meeting in Africa to give money to is a terrorist or not - but you'd certainly not want her financing that sort of stuff.
