Certain number of coaches allowed and I don’t think non coaches (aside from the recruiting coordinator) are allowed to recruit, aside from official/non official visits. Maybe an assistant AD could fill this role and there likely is one that does but I don’t think what you are fully describing would be possible and would likely create tension between the coaching staff
