I think they are gambling that Hall can start.
If Jaren is progressing through the protocol, why announce that he will be cleared? You sit on it until the first offensive snap.
It is entirely likely that they see Jaren will have a very high chance of passing the concussion clearances and they figure it's worth the small chance of him not being ready to go.
