Taysom is more valuable to NO as the #3 QB or the #1 QB than as the #2 QB.
They can't afford to take as many risks with him in the #2 spot.
I think that will limit his usefulness to NO. I could see a trade happening where he might get a shot at being the #1 QB someplace. It would be sad, but money talks.
