I think so, I call my South African immigrant friends African-Americans too. My
best friend in high school fit this description.
But they are actually from South Africa and therefore have African heritage, even if they are ultimately of European or Asian descent. This is different from Americans who happen to give birth to a baby in South Africa.
As a I stated above, my comments above have nothing to do with complexion, skin color, hair color, or eye color. There are Mexicans of every variety of color.
