They already know what percent of the registered (and/or) likely voters are in each group (30-40 yr olds, 40-50 yr olds, etc). Once they have input from a representative sample from a given group they close that group and fill the other buckets.

If they kept polling individuals in a group they would over sample and would thus bias the poll.
