Depends on the combo of temperature and pressure
There is a curve that extends from the triple point (where all three phases of hydrogen can coexist - Temperature = 14 K, Pressure = 0.07 atmospheres), to T = 0 K, P = 0 atmospheres. Above that curve, you’ll see a condensed phase (above a certain pressure for a given temperature, hydrogen will be solid). Below that line, it will be a vapor.
