West:
Air Force
Boise State
BYU
Tulsa

Navy

East:
Cincinnati
Temple
East Carolina
USF
UCF
Memphis
Tulane

I'd keep Navy in the West because of their annual game w/ Air Force making scheduling easier that way. Alternatively you could swap Navy w/ Tulane. I'd view this as a slight drop in football (some pros, but more cons). However, if it was for all sports it'd be a big increase in basketball (replace Wichita St w/ Navy for basketball) so I'd probably have mixed emotions over it. Other Olympic sports wouldn't be as feasible, though, as it would require a lot of travel.
