It's like asking if someone arbitrarily hands out $100 bills to people as they walk down the street each day are they selfish or judicious.

Well - they're obviously not judicious. I don't think judicious people do arbitrary things. And I don't know how you say giving away $100 is selfish.

So arbitrarily giving tips can't be judicious either - as being arbitrary means that no judgment was used. But if those arbitrary tips are big - then they wouldn't qualify as selfish either.
