If he is 100% healthy, and shows in practice that he is outperforming the current starter, he should be reinstated. Being 100% healthy, but not "mentally in the game" can be two different things.
We don't know what a head-case someone can be after an injury. Where they seem 100%, but when put in the fight again, they don't perform. Get happy feet, etc.
Thankfully, it's up to the coaches.
