I was still in school and working part-time as a janitor at an elementary school when my oldest was born - but back then you could qualify for insurance working part time (I was at 27.5 hours a week, I think - and you could qualify at 25 hours.)

Work kept my at 34 hours to not give me benefits, so yes.
