The reason why the ROTC threatened to move to UVU was because the PAS
(Colonel type head honcho at the ROTC), who functions as a BYU department head, refused to sign the honor code. Because he was a tool. And the AF wanted to push the point.
Other officers at the Det don't have to sign or necessarily abide by the honor code off campus, though the school would have a problem if they were blatantly doing something immoral or illegal.
