YouTubeTV will use your phone's location when you are setting your home area. A VPN will not affect this. Instead use a GPS emulator to set your phone's location to Boston, then change your home area in YouTubeTV

I’ve never had any success with a VPN and YouTube Tv. I think you’d have to also change your home location in the settin
