Absolutely, it does. Who do you think is keeping tabs on players, preparing
and scheduling the social media messages and texts, and keeping the lines of communication open? It's the people Utah has the budget to hire, but BYU doesn't.

Do you really think it's the Utah coaches who are managing the recruiting while also preparing for weekly games during the season? The more manpower you have (which costs $$$), the more efficient your coaches can appear at contacting and visiting players.

This is absolutely a budget issue. And BYU isn't giving Kalani what he wants and needs.
