Do you really think it's the Utah coaches who are managing the recruiting while also preparing for weekly games during the season? The more manpower you have (which costs $$$), the more efficient your coaches can appear at contacting and visiting players.
This is absolutely a budget issue. And BYU isn't giving Kalani what he wants and needs.
