Let's first start with reducing the price of a ROC pass. $150 is a lot.
Especially when we have such a significant group of young married couples. They have to decide:

$300 for both of us (ouch)
$150 and hours away from spouse (ouch)
Save money for tuition, books, rent and food

As I observe my kids and their friends, this is the biggest issue. It's a real sacrifice to buy a ROC pass.
