Hmmm, that's an interesting question. I would say it depends on if the speaker
Is feeling tension in the throat or mouth and feels as if the words are just kind of stuck there physically.
If the speaker is just searching for words in the brain and can't quite remember them, no, I would not consider that stuttering.
