A ref wasn't consciously deciding that LeBron is allowed to walk around without dribbling. The first time I saw the clip I didn't catch anything either, because no one just picks it up and starts walking so you're not expecting that to happen. Ref probably just mentally checked out for a second because LeBron wasn't being guarded closely so it was unlikely that there would be any type of violation.
