Rivals and 247 actually have them rated very similarly because 247 gives at
least 3* to almost everyone. If you look at their overall national ranking instead of their rating, you see that BYU’s third-highest rated played is ranked 1620 nationally. Rivals generally has the top 1300-1400 recruits rated 3* or better, so you can see that if 247 gave out the same number of 3* ratings as Rivals then the two services would give a similar number of 3* and 2* ratings. 247 now rates like 2600 kids as 3* or above, which means there are enough 3* kids for well over 100 FBS teams to have entire recruiting classes of 3* or better.

Interestingly, 8-10 years ago 247 used to assign around the same number of 3* ratings as Rivals, but that number has steadily increased over the years since. That also means you can’t compare current classes with historic classes. You could also say that the overall talent level is increasing, but the most important thing is how a class stacks up to the classes being brought in by the rest of the country, which is why ranking is much more important than rating.
