Utah gets diamonds in the rough and develops them well
Dont worry about Utah getting talent. Here is why:

The star system favors kids who come from mid to high wealth families. The kids Utah gets tend to go to public high schools and dont have the grades to go to the high visibility football high school programs. There are always exceptions but there are many diamonds in the rough in some areas of the country who dont get to showcase their talent as well.

Where do star rankings come from? There are decided upon by the site leaders and scouts of the site in which you are looking at. Scout, Rivals are only two of the sites you are aware of. These scouts go to games and hang around college programs and hear what coaches and college staffs say "who is on our radar". But they also come from camps sponsored by Nike, UA, USA Football, etc. This is not a science and is more of a beauty contest. Another way is parents get involved in the process and contact recruiting services and "get them ranked". The bottom line is its kind of murky.

An example: Oaks Christian is a huge private high school in the Conejo Valley West of Los Angeles on the border with Ventura County. Kids from all over get recruited to play there and get their tuition paid for. Some of them live in Oxnard. There is a HUGE population of Somoan families that live out in Oxnard and Ventura and commute in every day to Oaks Christian. Even these kids have families that are engaged in their future and do everything they can to get their kids exposure. There are some however who dont have parents getting this kind of exposure and play for Oxnard, Pacifica, Rio Mesa, Hueneme High, and Chanel Island High. For the most part those schools are in poor areas and have talent that is just as good as other high schools in the area but no program or coaches or parents who really support them in the journey.

Utah has been exceptional in finding these kids and making something of them once they are there.
