The British tried to find out the intentions of the French Navy, but they
wouldn't commit to staying out of the war. Ultimately, Vichy France was too buddy buddy with the Nazis to run the risk of the French Navy falling into German hands. Yes, the French admiral said he would rather scuttle his ships then let the Nazi's get them. But if that was the case, why didn't he sail his navy to the UK or scuttle them to start with. Ultimately, if the Germans had captured the French navy and put it to use in the Atlantic, the Battle of the Atlantic would have gone much, much differently.
