I assume it's people on the open road who can't consistently pick a speed.
You pass them because you're going faster than them, then 5 minutes later, they suddenly speed up and pass you again. Then they go slow again, so you have to pass them again...
I hate that on long road trips. Turn on your cruise control like a normal human and go a consistent speed.
