Going back the last 15 meetings between the two teams, it's been a combination.
BYU/USU have played in the Delta/Vivint/Whatever Center 4 times. (2008, 2013, 2016, 2019) and BYU is 4-0 in those 4 games. Which is why USU is a little bitter.

BYU/USU have played in Provo 6 times. (2004, 2006, 2010, 2012, 2015, 2018) and BYU is 5-1 in those 6 games.

BYU/USU have also played in Logan 6 times. (2004, 2005, 2009, 2011, 2014, 2017) and BYU is 2-4 in those games.

So, yeah. USU definitely has a better record at home. And I'll even accept that Vivint is much closer to Provo and BYU students/fans than it is to Logan and USU students/fans. So while neutral - it favors BYU having more fans there than USU.

From what I understand - the other schools don't like the classic, which was a Dave Rose thing, so it is going away.

But it still seems kinda little-brother to say that a neutral site game is unfair and you need home court advantage to have a chance to win.
