I'm sure she has a claim for a lawsuit, but it may only be for rent she has paid
during the outage. Leases usually have a clause the prohibits recovery of lost profits or consequential damages and her damages would probably fall under that clause. However, if the landlord knew about the faulty gas line, she might be able to sue for fraud, which would probably open the landlord up to such damages.
