My friend owned 3 restaurants there and it happened to him in 2 of them. My brother just moved back from Manahattan and the same thing would happen to restaurants in his building.

They come collecting and if you don't pay you get inspected and shut down. And they won't even sign off on any changes you made until you pay up.
