Moving private cars with 1 or 2 people won’t do much, especially when you’ll be constrained by the number of skateboards, and you’ll end up with long lines of cars above ground waiting for one to pop up like at the 1:00 mark.

I think it’d be better and more feasible to focus on a really good subway system under LA instead.
