Not really something worth arguing about, but I'll say that YOUR criteria very
clearly qualifies them both to be in the halftime show. YOU specifically said either a currently popular artist/group, or an artist/group that has historically had a lot of success.
And, as we have previously discussed, there is absolutely no debate that both J-Lo and Shakira have had MASSIVE success for many years, and are both well-established as ultra-famous celebrities that are immediately recognized all over the world.
