So a guy looking for a defense lawyer could hire your BIL and pay him, it not hire him and get his services for free?
Obviously that can't be right. So how does it work? Do the public defenders only work so many hours for their clients, or limit their services in some other way?

There has to be some difference that would make it worth it to pay for your BIL out of their own pocket, rather than letting the government pay.
