Look - for better or worse, right now - one of the hot buttons is sex. In particular, sexual harassment or misconduct.
If someone touches a cop, pushes a cop, does whatever to a cop - that will be seen a disrespectful and wrong. And if they are being arrested it will definitely be included in the list of charges. But it seems like it would be rare for someone to get arrested if what he did is the worst of the interaction and things don't escalate or the person is generally cooperative with the cop getting what they want from the interaction.
On the other hand - you throw the sex into it, and all bets are off. Now it wasn't just someone bugging an officer - the perception of mysogyny and disrespect because of gender (not because of being an officer) goes over the top and becomes unforgivable. I'm not saying it SHOULD be that way - I'm saying it is.
